The standard behind it
This isn't governed by any published standard, it's a format specific to the exporting app, most commonly Google Authenticator's migration feature.
Why you can't generate this here
The code contains live secret material (2FA seeds, a vault export, a private key or bearer token). Generating one would mint or leak a real secret, so we refuse by design.
