What is a EU SCIP chemicals QR code?

Who issues it
The company placing the article on the EU market registers it with the European Chemicals Agency (ECHA) and assigns the identifier.
The standard behind it
SCIP (Substances of Concern In articles) is required under the EU Waste Framework Directive, feeding a public ECHA database used mainly by waste treatment operators.
Why you can't generate this here
The identifier is minted and assigned by an issuing authority or registry (a tax authority, health ministry, or goods-serialization registry). It can be checked, not manufactured by a third-party tool.
