What is a ICAO Visible Digital Seal QR code?
A Visible Digital Seal is a government-signed code printed on travel and identity documents, visas, health certificates, and similar papers, so a border officer can confirm the document wasn't altered.
Who issues it
The national government or agency that issued the underlying document signs the seal, using ICAO's specification for how the signature is formatted.
The standard behind it
ICAO Doc 9303 defines the Visible Digital Seal (VDS-NC) format used across many countries' travel and identity documents.
Why you can't generate this here
The code carries a cryptographic signature from its issuer. Anyone can verify it; nobody can forge a valid one without the issuer's private key.
